Solar panels on a San Diego schoolIn December, San Diego County created a program that would allow homeowners to use public money to purchase solar panels for their home, and then pay back the loans as part of their property taxes at a low government interest rates. The City of San Diego had initiated a similar program in January 2009.

Obama Awards $2 Billion to Solar Companies
